Jay Abraham is a real-life marketing/sales guru whose been around for a long time. How lucky for us he compiled his own list of 100 Greatest Headlines Ever Written. You get the actual headline with Jay’s own insightful commentary as to why/how this particular headline delivers. (Read the rest of this site, too. Great info.)
Read it, print it out, laminate it and keep it handy for inspiration. I keep a pile of these kinds of copy helpers under my keyboard because even the Maven needs a little help, now and again :=)

I use a software called Headline Creator Pro. I also refer back to the copywriting books I read.
